The program supports projects that contribute to diversifying the tourism offering of the Republic of Moldova through the development of new tourism products and experiences, the promotion of destinations, and the implementation of innovative digital solutions. The program is funded from the state budget under the Growth Plan for Moldova 2025–2027.

About the program

Support instrument for the development of sustainable tourism

The program aims to achieve the national objectives for tourism development by accelerating sustainable products, implementing digital innovations and increasing the visibility of destinations, priorities aligned with the reform agenda related to the EU Growth Plan for the Republic of Moldova (2025-2027)

Implementation

The program is implemented by the Public Institution National Tourism Office, acting as the main coordinator. The NTO ensures the strategic and institutional framework necessary for the effective implementation of activities. Through this program, the coordination of initiatives, the mobilization of resources, and the consistent promotion of the program’s objectives at the national level are facilitated.

Eligibility

Who can benefit?

Eligible organizations

  • Non-commercial organizations in the form of public associations or foundations
  • Established and registered in the Republic of Moldova
  • With activities or objectives that directly contribute to tourism development

Main conditions

  • At least 4 programs or projects in the field of tourism implemented in the last 3 years
  • For newly established organizations, experience can be demonstrated through the expertise of the project team
  • Financial capacity and/or own contribution of at least 20% of the total project value
  • The availability of resources must be demonstrated at the time of contracting
  • Implementation team consisting of at least one project coordinator and one accountant secured for the duration of the activities

Frequently Asked Questions

Only public associations or foundations registered in the Republic of Moldova in accordance with Law No. 86/2020 on non-commercial organizations are eligible, provided that their statutes explicitly include activities in the field of tourism.
If a LAG is registered as a public association but tourism is not included in its statutes, it must amend its statutes with the Public Services Agency (ASP) before the application deadline or alternatively participate as a project partner in an application submitted by an eligible NGO.
The applicant organization's statutes must explicitly include activities in the field of tourism in order to successfully pass the administrative eligibility check. This is a mandatory eligibility requirement.

However, if the proposed project aligns with the social inclusion and accessible tourism pillar, it is recommended to apply in partnership with an eligible tourism-focused NGO that will act as the lead applicant. Newly established organizations or organizations without previous tourism experience may also be considered eligible if the proposed project team demonstrates strong, documented professional expertise in the field.
The funding mechanism is intended exclusively for non-profit organizations (NGOs, public associations, and foundations) in accordance with the Regulation approved by the Order of the Ministry of Culture.

As a commercial company (SRL), you may participate as a project partner or final beneficiary within a project submitted by an eligible NGO (for example, a wine tourism association or a regional tourism development association). The programme explicitly encourages the integration of small and medium-sized enterprises (SMEs) into local value chains and the creation of cross-sector partnerships.
The applicant's total own contribution must represent at least 20% of the total project cost (according to point 41 of the Regulation). The co-financing structure is as follows:

• At least 10% of the applicant's own contribution must be provided as a financial (cash) contribution and is mandatory;
• Up to 10% may be covered through in-kind contributions, such as volunteer work, free use of premises, equipment, materials, or catering services provided by project partners.

The calculation, valuation, and verification of in-kind contributions must comply with the applicable national legislation (Law No. 121/2010 on Volunteering and the relevant methodological rules for valuing assets and rental costs at market value). Proof of the mandatory financial contribution (bank account statement) must be submitted before the first advance payment is disbursed.
The mandatory minimum 20% co-financing may come either from the applicant organization's own resources or from official project partners, including Local Public Authorities (LPAs), businesses, or other partner organizations.

All monetary contributions must be transferred through the project's bank account and supported by primary financial documents in the financial reports. Having a signed partnership agreement with a Local Public Authority (LPA) provides additional points during the technical evaluation of the application in accordance with the selection criteria.
A single dedicated bank account, opened separately by the organization specifically for carrying out activities and managing funds under the National Program "Sustainable Tourism", will be involved in the implementation of the project.
IP ONT strictly requires the submission of a certificate issued by the banking institution confirming the opening/existence of this active account dedicated to the project. Additionally, to justify the co-financing, the bank statement confirming the existence of the mandatory own monetary contribution (minimum 10% of the total co-financing) in this account must be submitted without exception prior to the release of the first advance installment.
Accounting services are considered administrative and personnel costs. According to point 22 of the Regulation, the combined costs of the project implementation team (including the project coordinator) and administrative expenses (accounting services, office rent, utilities, internet, etc.) may not exceed 10% of the total project budget.

Outsourcing accounting services through a service contract with a specialized company is fully eligible, provided that these costs remain within the maximum 10% limit.
The grant is disbursed in three separate instalments (according to point 54 of the Regulation):

• Instalment 1 (30% advance): Paid within a maximum of 15 working days after signing the grant agreement and submitting proof of the required financial co-financing.
• Instalment 2 (60% interim payment): Paid within a maximum of 15 working days after IP ONT approves the interim narrative and financial report.
• Instalment 3 (10% final payment): Paid as reimbursement within a maximum of 20 working days after approval of the final narrative and financial report.

Important deadlines: All project activities and payments related to the final instalment must be completed by 30 November 2026, and the final disbursement by IP ONT will be made no later than 24 December 2026.
Eligible procurements (point 20 of the Regulation): Direct procurements strictly related to project implementation are eligible, including information panels, tourist signage, website and digital solution development, training services, and event logistics.

Ineligible procurements (point 23 of the Regulation): The purchase of real estate, land, capital construction works, motor vehicles, or second-hand equipment is not eligible under any circumstances.

Conflict of interest (points 32 and 67 of the Regulation): Members of the applicant organization or the project team may not conclude procurement contracts with suppliers with whom they have family ties or direct or indirect legal affiliations. The discovery of an undeclared conflict of interest will result in the automatic rejection of the application or termination of the funding agreement, and the beneficiary will be required to reimburse all allocated funds within a maximum of 10 working days from the date of notification (point 66 of the Regulation).
The explicit inclusion of tourism activities in the organization's statutes is a mandatory eligibility requirement during the administrative verification stage. Extensive previous experience in promoting cultural heritage and tourism through media activities cannot replace the absence of this explicit provision in the founding documents.

To participate, you have two legal options:
• amend your organization's statutes through the Public Services Agency (ASP) to explicitly include tourism activities before submitting the application;
• participate as a media partner within a consortium led by an eligible tourism-focused NGO, which will act as the lead applicant. In this case, your valuable experience will add significant value to the project and improve its overall technical evaluation score.
